The national unified conversion coefficient by hierarchy provides a scientific basis for requisition-compensation balance. This paper, based on variable conversion scales, concludes that the conversion coefficient shall be based on national hierarchy which uses the fifteen farmland hierarchies and their upper crop production limit, presents a regional plan of farmland requisition compensation balance, and determines their trans-regional applied steps.

As China,s economy goes fast, carrying out the discipline development of land and resources management, and speeding up the relevant personnel training, has become an important means for solution of resource bottlenecks in China,s national development process. Through the literature review, statistical analysis and other methods, this paper discusses the necessity and feasibility, the main issues and challenges of creating such disciplines, as well as their basic connotations and characteristics, and concludes that land, water, marine, and mineral resources should be targeted, and the natural resources, management, economics, operations research, and IT science should be used as a guide within the development of these disciplines. And it should form a discipline group, as the core set of national laws, economic and administrative system as a whole, which will promote the effective management, the optimization of spatial allocation and sustainable use of land and resources.

 This paper, based on case study on Xuzhou's Pan'an coal mine subsidence, discusses the method to assess the farmland landscape ecological suitability in mining area, which, on the basis of land use types, establishes a factor system and applies APH and multi-factor comprehensive evaluation method determining the weight of each factor and overall score of a single type of land use, and then assess the ecological suitability of the various types of single site.Through ArcGIS9-3 technology platform, integrated ecological suitability of land distribution can be obtained by weighted superposition of each single site layers. This method can clearly reflect the spatial distribution of farmland landscape ecological suitability and offers a reference in optimizing the farmland landscape layout in mining area.

To adjust the basic farmland layout according to “area not decreased, quality increased, layout stabilized” principle is a big part in the new land use planning. This paper, based on the ideas of stabilizing the current basic farmland layout, studies the ways to adjust the basic farmland layout. An index system which covers farmland quality, locality, slope and integrity is established to evaluate the potentials. Based on a case study on Gao'an city, Jiangxi province, a comprehensive method is used to evaluate the potentials via GIS, which is employed to adjust the basic farmland layout. After adjustment, the excellent farmland percentage rises form 38.35% to 45.35%, integrity percentage from 27.81% to 30.56%. This study optimizes the basic farmland layout, offering references in adjusting the basic farmland layout in a countylevel land use planning.

This paper, aiming at land utilization partition methods and providing references for general land utilization planning, takes districts and counties as basic evaluation units, selects ten indexes including resources, environment, society, economy, land utilization structure, etc., applies principal component analysis to reduce variable dimension and give scores, and uses cluster analysis to achieve land utilization partition. The results indicate that Taiyuan city is divided into two hierarch I regions and five hierarch II regions, each given corresponding land controls. The paper provides a useful tool to regional land utilization partition and controls.

Basic farmland construction is a significant approach to increase the effective area of cultivated land, to improve the land quality, and to ensure an agricultural development. The black farmland in cold zone, as China’s major grain-producing area and an important commodity grain base, has a fertile soil and huge potential land productivity. However, the constraints from some natural conditions such as extreme coldness and permafrost, besides some unreasonable land use, harm the sustainable development of agriculture, largely related to sustainable use of black farmland and national crop security, which shall be aimed through basic farmland construction. This paper, based on a case study on basic farmland demonstration area in Hailun city, discusses the effective approaches of basic farmland construction, compares the demonstration area with general land consolidation projects, presents some technical methods including black soil conservation, anti-freezing injury, mudding controlling to provide references for basic farmland construction in this area.
